Texas House Passes Bill Targeting Abortion Pills

The Texas House of Representatives approved the Woman and Child Protection Act (HB 7), a measure designed to restrict access to mail-order abortion pills. Authored by Rep. Jeff Leach and sponsored by Sen. Bryan Hughes, the bill now heads to the Senate for final consideration.

Supporters argue that chemical abortions pose the greatest threat to unborn children today, with an estimated 19,000 abortion pill orders reaching Texas each year from out-of-state and overseas sources. The legislation would allow authorities to shut down companies selling the drugs, enable women harmed by illegal abortions to sue providers, and impose fines of up to $100,000 on individuals or groups trafficking abortion pills. Pregnant women themselves would not face penalties.

Pro-Life leaders hailed the bill as a major victory, saying it could make Texas the toughest state in the nation against abortion pills. Texas Right to Life praised the measure, calling it a model for other states to combat what they describe as a growing “abortion pill syndicate.”

If enacted, Texas would further cement its position at the forefront of state-level abortion restrictions, intensifying the national debate over reproductive rights in the post-Roe era.
